Fix metadata links to eaufrance and vigicrues
According to the Hyrdo3 project the station names have changed. So the metadata links to hydro.eaufrance.fr and vigicrues.gouv.fr are brocken because they use the new 10-character code, while we still use the old 8-character code from Hydro2.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
