Add a NEWS file to track changes

In order to keep track of changes in the various versions, a NEWS file must be created.
Old and future release notes must be traced. Use the (tags)[https://gitlab.irstea.fr/HYCAR-Hydro/baseflow/-/tags] to track old changes.
