understand failing module import in CI

In 67810231, silencing the "ModuleNotFoundError: No module named 'evalhyd._evalhyd'" surprisingly fixes the importing problem, and the use of _evald/_evalp subsequently works.

This needs to be understood so that the need to silence the error is not required anymore.
