Importation of stage-discharge law at downstream boundary condition

Directly import the stage-discharge matrix in the XML file.

Inputs

• location of the node/offtake nd and pr
• matrix of stage-discharge relation (See flood-appraisal/floodam/floodam-ead#10)

Action

• create xpath of the node/offtake stage/discharge law
• copy the matrix in good format
• save the modified XML file
