link between 2 digits secondary stage and 3 digits secondary stages

at thta point I use a skos:exactMatch between two secondary stages one with two digits and one with three digits.

the point is that skos does not allow that a match link is stated between two skos:Concept inidvidual belonging to the same conceptScheme. should I replace it by an owl:sameAS?
