Highlight the water deficit at a node due to too much withdrawals

Currently when the discharge gives negative result due to an over-abstraction there is a warning (saying that the flow is set to zero) but the output is still negative due to a bug in HYCAR-Hydro/airgr#177.

It would be better to get an extra field with the over-abstraction value and the simulated flow set to zero.

It seems that this issue should be processed in HYCAR-Hydro/airgr#177 but we can operate a patch in airgriwrm while we wait for the release of airGR with HYCAR-Hydro/airgr#177 solved.
