Add new reservoir ruleset: 5th ruleset without gradient limitation on Yonne lake

This is the ultime reservoir ruleset! No local constraints except the mandatory ones:

• Minimum flow immediatly downstream the inlets (and Yonne outlet)
• Minimum and maximum flow in inlets and outlets (physical constraint)
