The use of upstream flows for indexes before IndPeriod_Run is OK. Exception if data is not available is planned and tested.

This branch has been rebased on top of the last commit of the branch 129-optimisation-of-outputsmodel-creation-in-runmodel which must be merged first (See !50 (merged)).
